Other than Mario Paint were there any other art games for the old consoles? I tried some internet searches but came up empty handed.

Art Alive for the Genesis fits the bill.
It was in pc, so not a console game but it was called KidPix I think and it was pretty cute. Lord of funny brushes and you could even make simple sprite animations
Acme Animation Factory has a drawing program and works with the same mouse as Mario Paint.
