Me too, but the main issue here is not the nationality, you just didn’t understand why they used the term, but the fact that the angry cheeto shouldn’t disclose secrets.
If there is no evidence… how is that one agency requested that person to respond some questions? If they "didn’t " have anything, that person most kikely would decline.

My issue is that they thought it was important to mention at all. Especially when now its come out there’s not much evidence this happened/
