Yeah basically if enough people have a shared interest that the other party can exploit for their gain, and it doesn’t conflict with their economic interests, you potentially have a shot. Usually the issues are raised from the top down in the management of the economic interests though, ie lobby groups and PACs. One reason why culture war issues are moralized and politicized so much now is because it doesn’t threaten their finances.
