Looks a bit orange mate. Desert dust by any chance?
Not that i remember, it could be run of the mill smog. Ive done some tweaks to the image in darktable including haze removal, does this look better ?
Are a decent % of these office towers also empty?
Sorry, I have no idea. There were quite a few people around the CBD when it was taken.
